The garganelli are a very particular homemade pasta, made 50% with common wheat flour and 50 % with semolina flour. In the basic recipe you will find the picture of the comb for making their particular shape. They are so striped because in this manner they combine better with the sauce; the proceeding is the same for making the gnocchi (potato dumplings), so it is used the same tool for giving the particular striped shape.
